Strobe delay

Yesterday on my second dive my camera wouldn't allways work at the moment I depressed the trigger,then shortly afterwards it would. I'd neglected to put fresh batteries in after the earlier dive. I'm guessing the
camera won't operate (400D) untill the strobe has recycled, would this be correct?

Maybe, it may depend on your housing and strobe combination though. I have a 350D, Ikelite housing and non-digital Ikelite strobes. The camera will go regardless of the state of charge of the strobes, but it won't operate if focus lock isn't achieved.

How long was the delay?

Problem solved, I'm using twin Inons and the primary was in pre-flash mode,
must have inadvertantly knocked the button.
